Design assurance and engineering governance
•    Own the Alliance engineering assurance framework: the interdisciplinary design check and review regime, design verification records, certification, and the audit trail that substantiates the design maturity position in Target Cost.

•    Appoint, brief and manage discipline-responsible engineers across structures, geotechnics, drainage, alignment, environmental design and railway systems, and hold their competence records.

•    Close out the identified design maturity gaps: requirements traceability matrix, hazard logs, MIDPs and structural calculations, to a schedule that supports SG-5.

•    Own the standards, departures and derogations register, including the outstanding USP derogation with the RBE Technical Reference Board.

•    Organise and chair technical and interdisciplinary reviews ahead of design freezing and locking, per the Design Management System.

Methods, buildability and technical optimisation
•    Own construction methods, temporary works strategy, and plant, formwork and falsework selection across the four IPTs.

•    Run structured buildability challenge on every design package before freeze, applying the last responsible moment principle so that flexibility is preserved without jeopardising procurement or construction.

•    Lead the technical stream of the Target Cost reduction programme: own the pipeline of technical variants from idea through substantiation to banked saving, each with an auditable basis of change.

•    Set, evidence and defend the production rate assumptions underpinning the estimate for earthworks, structures and track assembly.

•    Drive standardisation and repeatability across the corridor through typical details, precast strategy and design for manufacture and assembly where it earns its place.

Standards, approvals and interoperability
•    Own the technical compliance position against the Technical Specifications for Interoperability and Estonian national rules.

•    Manage the technical interface with the Notified Body, Assessment Body and the CSM risk assessment process, jointly with the Head of System Engineering.

•    Provide technical input to permits, consents and authority approvals, and to the resolution of conditions attached to them.

Interface and integration
•    Own the technical interface register covering Alliance 2, the Harju, Rapla and Parnu side contracts, Soodevahe IMF, Ulemiste and the rolling stock depot.

•    Resolve cross-discipline and cross-section technical issues at the lowest competent level, escalating with a recommendation rather than a bare problem.

•    Ensure design information reaches construction teams in time to support the access milestone sequence from October 2026 onward.

Leadership and governance
•    Lead a matrixed technical team drawn from five service provider organisations across four IPTs, with no single line of command.

•    Represent the technical position at the APT and, where escalated, at the AMT.

•    Support the structures and geotechnical expert teams and the Design Steering Group.
